Why did only some of the new tags appear?
Tags the product already had are not added twice, and each product keeps at most 20 tags, with existing tags kept first.

Two rules apply when TAGit merges tags. Duplicates, compared without case, are not added again, and they use no credit. And each product keeps at most 20 tags, with existing tags first.
If a product had 18 tags, only 2 new ones can fit. Clean old tags or use Remove the existing product tags to make room.
