Unused Free credits do not roll over; you start each month with 50 tags.

Changing plans
When you change plans, your unused credits carry over to the new plan, so you never lose credits you already have.
Example: on Starter you use 200 of 300 tags in March. In April you have 300 new tags plus 100 carried over.
