What counts as a product with few tags?
On the Home page, a product with 3 tags or fewer counts as having few tags. Products without any tag are also shown separately.

After a scan, Home shows Products have few tags for products with 3 tags or fewer, including those with none. Products without tags counts the products that have no tag at all.
These numbers are a good starting point for your first task. Products without tags are never skipped by the Skip previously processed products option.
